GERB-SDS and DPS voted "for" the changes, and the other parliamentary groups were "against".

The law was adopted in the second reading on April 19. It foresees one second shorter terms for administrative service for investment projects of national or regional importance.

On the day of the vote on the law, protesters against the changes gathered in front of the parliament. Their dissatisfaction is related to the fact that the law amends three other laws, one of which is the one on environmental protection.

The head of state, Rumen Radev, returned for a new discussion the regulations that shorten the time for the competent authorities to decide on the impacts of a given project on the environment and introduce the principle of tacit consent for its implementation. The limitation of the possibilities for judicial control, as well as the extension of the validity of certain decisions, whose term is expiring or has already expired, were also disputed. The President also disputed the creation of prerequisites for the acquisition of property owned by public enterprises, which, according to his reasons, leads to the risk of harming the public interest.
