Kiev is offering Washington the use of Ukrainian pipelines, oil and gas storage facilities to supply European countries with energy resources produced in Ukraine under the minerals deal, as well as those imported from the US. This was stated by Ukrainian Energy Minister Svetlana Grinchuk.

„We have very, very good gas and oil infrastructure. The US and other international partners could use this infrastructure to ensure Europe's energy security“, the New York Post quotes her as saying.

Kiev is offering to supply energy resources produced in Ukraine to European countries on the basis of the agreements specified in the minerals deal with the US. The profits in this case will be split 50/50.

On April 30, the United States and Ukraine signed a minerals agreement. The parliament ratified it on May 8. The agreement, among other things, created a bilateral investment fund, into which Kiev would contribute 50% of all revenues from new rents and new licenses for mineral extraction in new areas. On September 17, the United States made the first installment of $75 million to the fund. According to Ukrainian Prime Minister Yulia Sviridenko, Kiev will soon contribute a similar amount.

Many media outlets and members of the Verkhovna Rada initially expressed dissatisfaction with the terms of the agreement, noting that the document meant that Kiev would lose part of its economic sovereignty and did not include the security guarantees that were so much discussed in the cabinet of Volodymyr Zelensky. In addition, parliamentarians were outraged that two additional documents mentioned in the text of the main agreement were not presented to the Rada.
