Viktor Temirbayev: Kazakhstan will be a leader in the era of artificial intelligence

The President of Kazakhstan Kassam-Jomart Tokayev set a clear task for the country to be a leader in the era of artificial intelligence.

This was stated to FACT by the Ambassador of Astana in Sofia Viktor Temirbayev. A round table dedicated to the address of the President of the Republic of Kazakhstan Kassam-Jomart Tokayev to the people of Kazakhstan “Kazakhstan in the era of artificial intelligence: current problems and their solutions through digital transformation“ was held at the Embassy of Kazakhstan in Bulgaria. from September 8, 2025.

He recalled that President Tokayev had announced the creation of a new Ministry of Artificial Intelligence and Digital Development.

The department will be headed by a specialist at the level of Deputy Prime Minister.
The new body will spearhead Kazakhstan's transition to what President Tokayev described as a “fully digital nation within three years”.

One of the main tasks of the new ministry will be to combat cybercrime and online fraud.

The government was set the strategic task of large-scale digital transformation of Kazakhstan and building a full-fledged digital state over the next three years, summarized Viktor Temirbayev.

Political modernization also continues in Kazakhstan.
President Tokayev also proposed a large-scale institutional reform, namely the transition to a unicameral parliament.

The issue will be resolved by a national referendum in 2027. President Tokayev remains true to his political principles of consulting his compatriots on every important issue. This was recalled by Viktor Temirbayev.

This confirms Kazakhstan's commitment to strengthening democratic practices through direct participation of citizens in determining the future of the country, the ambassador summarized.

He pointed out that a new center for business activity and innovation will be built in the city of Alatau. For the implementation of this national project, a plot of land has been allocated, initial planning has been completed, and key infrastructure networks have been connected.

Alatau City should become the first fully digital city in the region - from the application of "Smart City" technologies to the possibility of paying for goods and services with cryptocurrencies.

The city will embody the image of the future of Kazakhstan, combining technological progress with the most comfortable living environment, the ambassador said.

Viktor Temirbayev also emphasized the need to restructure the investment system to attract foreign capital to priority sectors of the country's economy, introduce the latest technologies in the development of agriculture, infrastructure and logistics.

At the same time, Viktor Temirbayev informed about the main theses of President Tokayev's speech at the 80th session of the UN General Assembly with an assessment of the global situation and proposals for reform of the organization.

In particular, he noted the initiatives to create a new coalition of countries to develop specific proposals, the central element of which will be the reform of the Security Council with the introduction of rotational representation of leading countries from Asia, Africa and Latin America, as well as strengthening the role of responsible “middle powers“, including Kazakhstan and Bulgaria.

The implementation of the tasks set by President Kassam-Jomart Tokayev will give a new impetus to the sustainable and dynamic development of Kazakhstan and will increase its competitiveness in the international arena in the long-term perspective.

The strategic ambition is for Kazakhstan to become a leading center in the Eurasian economic and political space.
