IBTS: There is a serious risk of a well-organized corruption scheme in the Ministry of Transport

Road safety and trust in institutions cannot exist with systemic corruption and lack of accountability

The Institute for Road Safety categorically opposes attempts to present this case as an isolated incident or “ridiculous behavior“ of individual inspectors. This is stated in an official position of the IBTS regarding the news about the detention of IAAA employees for bribery by Robbie Williams' team.

There are a number of signs that indicate that this is a systematic, well-organized practice that bears the characteristics of an organized criminal group operating under the guise of a state institution – in this case, the Ministry of Transport and Communications (MTS).

The facts:

• The two inspectors acted confidently and with a sense of impunity in front of several witnesses – drivers.

• A significant amount of money was found during the arrest, which indicates a systematic nature of their actions.

• Over the past six months, the Institute for Road Safety, as well as other non-governmental organizations and citizens, have filed numerous reports of corrupt practices in the IAAA.

• However, so far no concrete actions have been taken by the Ministry - not a single employee has been fired for corruption.

• Minister Karadjov rejected proposals to include NGOs as observers in the inspections of IAAA inspectors - a measure that could increase transparency and public trust.

• An attempt was made to cover up the case and prevent it from reaching the public.

• Minister Karadjov has included in his team individuals who have already been involved in similar scandals in the past and have been dismissed from office.

. The procedures for disciplinary proceedings for the dismissal of a civil servant have a clearly defined deadline and rules. Any attempt to act hastily, outside the established legal framework, can be declared unlawful by the court. This is how the silence of the detainees is gained.

Based on the above, the Road Safety Institute believes that there is a serious risk of a well-organized corruption scheme operating in the Ministry of Transport and Communications. This should be the subject of an immediate investigation by the competent authorities.

We insist on:

1. An independent and transparent inspection of the activities of the IAAA with the participation of external experts;

2. Public report on the actions taken by MTS in the case;

3. Complete revision of the personnel policy and appointments made by Minister Karadjov.
