I am surprised how Borisov, as he says, an ordinary MP with knee pain, went to talk specifically about "Turkish Stream. What mandate does he have? Who gave him it? He is part of the executive branch.“

This was commented on BTV by the President's Security Secretary Dimitar Stoyanov regarding the publication in the “Wall Street Journal“ about Borisov's meeting with Donald Trump's son, at which he “promoted“ the project and the easing of sanctions was discussed.

„It's good that Borisov found the courage to come out and say what he said. If he can be trusted. As far as I know, what Borisov was proposing was investments in „Turkish Stream“ at the expense of lifting the sanctions from „Magnitsky“. Yesterday he specified that he was talking about Vladislav Goranov, I deeply doubt it, knowing that Borisov and Peevski are like connected vessels. You are hardly talking only about Goranov, you are not talking about Peevski. „I have spoken about my people“, he says (Borisov - ed.). „There was no context in which to talk about Peevski“(Borisov - ed.). Of course that is the case. There is no context, except that they have been governing together since 2023. The assembly was actually with Peeski's support," Stoyanov added.

The Secretary for Security and Defense of the President Rumen Radev also stated that Bulgaria is "in a legal and institutional case" after the decision of the Supreme Court of Cassation, which casts doubt on the status of the acting Prosecutor General Borislav Sarafov. According to him, the problem is rooted in the incomplete composition of the Supreme Judicial Council, for which the National Assembly is responsible.

“The Prosecutor's College says "legitimate", the Supreme Judicial Council says "illegitimate". There is only one solution - the parliament should fill the SJC. The case has been going on since 2023, when the composition of the SJC was not filled. The Supreme Judicial Council should have been filled and is to blame for the fact that the composition of the SJC was not filled by the parliamentary quota and the ruling majority from 2023 until now. The SJC Inspectorate from 2015 has served two full terms and more“, Stoyanov said.

He placed the delay in the investigation into the alleged embezzlement of funds under “Hemus“ as a negative certificate for the prosecution. He recalled that “there was a ready indictment that did not reach the court“, and insisted that the institutions – including the National Security Agency, the Ministry of Finance and Justice – to provide answers about the movement of funds.

When asked directly about the president's accusation to Boyko Borisov “to return the bags“, Stoyanov said that the assessment was “political hyperbole“, but emphasized that “Borisov's government distributed money without projects and clear calculations“.

“If we look at this whole case with these millions in bags, DANS is also involved, because ultimately money laundering is categorically within the duties of DANS. The Ministry of Finance is involved, the Ministry of Orthodoxy is involved, the Prosecutor General and the entire Prosecutor's Office are involved. I don't see how and in what way the case will be reopened if there is no Prosecutor General who can be elected legitimately. Let's not forget that it was Borisov's government that distributed this money, without conceptual projects, without a preliminary plan, how much it would cost. And everything was given in trust, in heroic trust. And we see what the result is“, commented Stoyanov.

On the topic of the Turkish gas operator “Botaş“ Stoyanov defined the contract as a reaction in a crisis environment, but refused to defend it or reject it categorically:

“Part of the amount is due – capacity has been used. Whether the contract is profitable or not – let the prosecutor's office decide. There is a commission, the materials have been sent.“

He commented that according to public data, the capacity utilization was around 11%, but insisted “every subsequent government had an obligation to look for better contractors“, and the introduced and subsequently canceled “transit fee“ had “sabotaged“ part of the agreements with partners.

Stoyanov criticized the changes that shifted control over SANS to parliament, as a risk of “the service becoming politicized“:

“We will have SANS elected by the ruling majority. The principle of political neutrality goes to hell.“

He hinted at “purges and personnel decisions without transparency“, linking the processes to political influence. When asked whether there is evidence of a connection between “Dondukov“ 2 and Delyan Peevski, Stoyanov replied: “There is no way to verify it with a document, but practice and results show it.“
