Yesterday, the Chamber of Architects came out with a position stating that the latest floods on the Black Sea coast are the result of uncontrolled construction, destroyed natural environment and institutional inaction, bTV recalled.

“This is our position not only for this case, but for all cases in the country. This has been a principled position for a long time. If there is such construction, it must be proven“, he said in “This Morning“ architect Sabin Popov, chairman of the Regional Chamber of Architects in Burgas.

„The reasons are many and complex, but time must pass to investigate everything and say what the main reason is“, he added.

According to him, there are many ravines in urbanized territories that are being built up not only in this part of the country, but also in other regions, including Sofia.

„These ravines, when they are in urbanized territories, must be made in such a way that not only do they not impede the flow of water, but also help it flow and be directed to the appropriate places“, the architect explained.

„There are 127 sites in the country that are at risk from this point of view for flooding. Among these sites is not “Elenite“, so the responsibility at a high level is great“, Sabin Popov also said.

Regarding whether it has been signaled that construction has been carried out in a riverbed, he commented:

“The Regional Directorate for Environmental Protection, the Regional Institute for Health and Social Protection and other institutions, even at the level of detailed development plans, are on site and participate in expert councils. These issues must be resolved at this level. These development plans show what the construction will be, what the maximum parameters of the construction are and where it cannot be built“, the architect further explained.

When asked whether the hypothesis that the river has disappeared from the cadastre is possible, Popov said that this is completely possible.

“In many cadastres, rivers are given as fields. It is maintained by surveyors and you should ask them how rivers become fields. I don't know if it's a mistake or intentional“, said Sabin Popov.

“When there are such ravines in an urbanized area, all measures must be taken“, the architect stated again.
