The garbage crisis came about because of the mayor's delay in the public procurement. The moment was missed more than a year ago, when we called for strengthening the capacity and buying new equipment for the municipal company with the idea of it taking over the cleaning of parts of Sofia. This was said by the chairman of the BSP-Sofia and the Socialist group in the Sofia Municipal Council Ivan Takov in the program "Utroto na fokus“ on Radio "Focus“ with host Asya Alexandrova.
The public procurement was delayed by about a year and was done in a way that allows all participants in the procedure to give prices at their discretion.
"That's why there are such huge differences. Whether intentionally or not - we have yet to find out. The Sofia Municipality could have easily made a connection between the budget for cleanliness for next year and the maximum price it is willing to pay for cleaning the city. Then each participant would have to decide whether this price is good for him and whether to participate in this procedure or not“, explained Takov and added that the Public Procurement Agency is not to blame for the delay in the public procurement.
He admitted that at the moment, perhaps, an attempt is being made to redistribute the garbage collection activities in the capital.
"We have a municipal company, we have reports on the establishment of a municipal enterprise, on which nothing has been done for years. There is talk "with this Turkish company, with that Turkish company“. Everything that we see, I think, is not simply due to ignorance and inexperience. I am inclined to believe that there is some kind of intention“, admitted the chairman of the Socialist group in the SOS.
The information about the public procurement that reaches the media and the municipal councilors comes only from the mayor and the contracting authorities of the public procurement, noted Takov.
"Municipal councilors did not participate in this public procurement. In the electronic system CAIS for public procurement, we still do not see protocols from the technical specifications themselves, from assessments“, he pointed out.
By the end of the year, the annexes of the cleaning companies in 17 more metropolitan areas expire.
"We still have neither a plan nor clarity from the mayor and the administration about what they intend to do under these procedures. So far, the bids for the snow removal of the capital have not been opened. Can you imagine what will happen to 20 districts without garbage collection and snow removal? This will be a disaster in the capital“, added Ivan Takov.
