Precedent for the Prosecutor General: Pre-trial proceedings against Borislav Sarafov have been initiated

Special Prosecutor Daniela Taleva has initiated pre-trial proceedings against the acting Prosecutor General Borislav Sarafov. This was announced today by the civil association BOEC, referring to an official summons for questioning at the General Directorate for Combating Organized Crime.

The investigation has the number 6/25 in the inventory of the Supreme Cassation Prosecutor's Office and 576/25 in the inventory of the General Directorate for Combating Organized Crime. The case was initiated following a report by the Bulgarian Anti-Corruption Commission (BOEC) related to the scandal with the leaked archive of former investigator Petyo Petrov – The Euro, specified "Eurocom".

"After a year of battle, pressure, investigations, revelations, signals, actions and legal battles, BOEC forced ad hoc prosecutor Daniela Taleva to apply the law and we broke through the mafia's circular defense," said Georgi Georgiev, chairman of the civil association, quoted by numerous media.

Georgi Georgiev was officially summoned for questioning at the Directorate of Criminal Investigation and Prevention on November 5, 2025 as the sender of the signal against Sarafov. He stressed that this is the first pre-trial investigation against a sitting prosecutor general in Bulgaria's recent history.

"The breakthrough is huge", Georgiev confirmed to various media outlets, specifying that pre-trial investigation has been initiated, not a preliminary investigation, which means an official investigation.

BOEC's signal against Sarafov is related to documents from the archive of Petyo Petrov - the Euro, former head of the capital's investigation and a key figure in the "Eight Dwarfs" judicial circle. At the beginning of the year, BOEC together with the investigative website Bird.bg presented hundreds of documents from this archive at a special press conference.

The signal alleges that Sarafov covered up corruption crimes committed by MP Delyan Peevski in the National Company "Railway Infrastructure", by thwarting criminal prosecution. Data on unregulated income of Sarafov's relatives was also indicated.

In June of this year, special prosecutor Daniela Taleva refused to initiate pre-trial proceedings against Sarafov. BOEC appealed the refusal to the Sofia City Court, where the case was assigned to judge Miroslava Todorova.

On October 17, judge Todorova overturned Taleva's refusal to investigate Sarafov, "Dunav Most" recalled. In her ruling, she accepted that the special prosecutor had not made all due efforts before terminating the investigation and had not provided reasons on the main issues.

The court's decision came just a few days after Sarafov personally requested the disqualification of Judge Todorova in the case, motivating her request with prejudice.

The BOEC announced that they would ask Prosecutor Taleva to immediately remove Sarafov from the position he holds "already illegally", in order to prevent pressure on witnesses, concealment of evidence and the commission of other crimes.

"How does Mr. Peevski feel?", Georgiev asked rhetorically, sending "many greetings to Borisov and Sarafov".

The information cannot be officially confirmed by the state news agency BTA, since Daniela Taleva does not have her own press center, and all communications go through the prosecutor's office, led by Borislav Sarafov.

At Taleva, there are two more BOEC signals against Sarafov - for the murder of commando Emil Sharkov and for illegally occupying the post of prosecutor general after the expiration of the 6-month term in July of this year.
