"Lukoil" can return an appeal against such nationalization. This is how businessman Lyubomir Dachev commented on the decision of the National Assembly for “Lukoil”.
“Our politicians have bigger ambitions than their digestive system. They have no idea what such a refinery is. This is a big iceberg – only a small part is visible from the top, which is the refinery itself. To manage it, you need to have a global structure. It doesn't work like that”, the businessman comments.
“It will be the same as before. We paid 15-20 years extra – about the emissions of American power plants, about the closure of nuclear power units, about all the contracts that our politicians concluded when they tried to “inject” money into the real economy. We are paying for their actions. And we are paying dearly”, said Dachev.
”Practice so far shows that we are paying very heavily and very dearly for the mistakes of our politicians”, commented the businessman.
”Currently, Russia has no role here, because this is an international company – with Russian roots and Russian capital, but still international. The most important thing is that their connection with Russia was through Russian crude oil. They have not been using Russian oil for several years now. Maybe someone secretly brought a tanker, but this is not a Russian company, it is a private company. This company can condemn us in 15 places in the world”, says Dachev.
He does not support the 2026 budget either.
„In these over 20 years, since the flat tax was introduced, Bulgaria began to quickly approach Europe and every year it rose to a better level, and the gap with Europe decreased, because there was harmony between labor and capital”, commented Dachev. He does not agree with raising the “dividend” tax.

„Where can one invest? Labor and capital must work in harmony. Because otherwise labor can exist for itself – feed itself. In the countryside, you tend to a garden, but you don't create added value, except for yourself. Capital must appear to build a structure and make your work specialized, so that you can generate benefits for society and, accordingly, pay taxes”, said the businessman.
“Less than a year ago there were elections. And they all declared that they wouldn't touch anything. And we all made our programs, we did our calculations. Because in order to go to the bank to ask for money, you have to present a 10-year program. Everything we had done as a program is no longer there. We have to start from scratch”, said Dachev.
“I won't become poorer, but I will reduce production, I will reduce workers. It's just that the output that comes out will be less”, said the businessman.
