The requirements stated by the US MF may clearly indicate reasons for this appointment. The question is whether there is a better option than this. Thus, Alexander Nikolov, former Minister of Energy, commented on the choice of Rumen Spetsov as special manager of “Lukoil”.
“The powers are broad, but so are the responsibilities. The question is who will lead the NRA with such a controversial budget and whether the special manager will say what the effects of the decisions taken so far for the refinery are. It was rightly said yesterday that our neighboring countries rely on us for fuel supplies. Are exports currently being made or not?“, he asks.
According to him, both GERB and PP-DB should be happy with this appointment. If they are not, they should offer an alternative, Nikolov also emphasized.
“The special manager is burdened with a lot of burdens. Coordination with the operational team and the owner of the refinery follows. In order for there to be no arbitration, there must be clear agreement. The refinery is a strategic asset for Bulgaria, the Balkans and Southeast Europe“, he also said.
He emphasized that if the war in Ukraine is ended, there will be a completely different conversation with the owner of the refinery.
