The other two injured, A 22-year-old man and a 47-year-old woman were taken to hospital in critical condition, he added. A man was arrested a short time later after a police operation in the area.
"The suspect is known to police for petty crimes and a number of incidents related to his mental health", Glaser said, adding that the suspect was expected to appear in court later on Tuesday.
"The investigation is in the very early stages. Police do not yet know what the motive was. However, it appears to be a random attack," he added, stressing that it took place "just before noon, when there were a lot of people around".
