Andrey Gyurov is breaking the law again - he has not yet submitted his resignation as Deputy Governor of the BNB to the Parliament

The nominated caretaker Prime Minister Andrey Gyurov has not yet submitted his resignation as Deputy Governor of the BNB to the National Assembly, a study by "Epicenter" shows. bg".

As of 17:09 on February 16, 2026, the resignation of Andrey Gyurov had not been filed with the parliament's office, the institution's press center said.

This is a violation of the law on the BNB, which explicitly stipulates that upon agreement to take up another position, the deputy governor of the BNB immediately resigns.

Iliyana Yotova herself, indicating her motives for choosing Gyurov, emphasized that he was the only one of the other candidates who agreed to resign immediately if he was assigned to form a government.

"Why did I choose Andrey Gyurov - he is the only one who resigns from his position as deputy governor of the Bulgarian National Bank (BNB)", said the head of state Iliyana Yotova at a press conference at the Presidency, after assigning the candidate for acting prime minister Andrey Gyurov to propose a cabinet of ministers.

As we can see, a week later this has not yet happened, which shows that Gyurov is already trampling on the law.

Art. 13. para (5) of the BNB Law is categorical: In the event that the Governor or Deputy Governor has expressed explicit consent to be appointed as acting Prime Minister under the procedure of Art. 99, para. 5 of the Constitution of the Republic of Bulgaria, the same shall resign. The Governor or Deputy Governor has the right to refuse to be appointed as acting Prime Minister under the procedure of Art. 99, para. 5 of the Constitution of the Republic of Bulgaria.

And paragraph (6) of the same Art. 13 says: "The Governor and Deputy Governors may not carry out any other activity than teaching or as members of the bodies of companies in which the Bulgarian National Bank has a stake, or of international organizations in connection with the activity ù".

However, at the moment, the Deputy Governor of the BNB, Andrey Gyurov, is still engaged in political activity as a government drafter.

Gyurov is probably thinking of resigning from the BNB after the presidential decree is issued appointing him as Prime Minister and his government. However, this would not be correct from the point of view of compliance with the laws. By the way, this is the second case in which Andrey Gyurov does not comply with the rules.
