The caretaker government has dismissed all regional governors - here are the new ones

Dobromir Gyulev has been appointed regional governor of Burgas region. He graduated from Sofia University "St. Kliment Ohridski". His professional development is mainly related to start-ups, and in recent years he has held leadership positions in the field of quality control

The government has appointed 28 regional governors and has dismissed those who previously held these positions. This was made clear by the government press service.

Nikolai Kukolev has been appointed regional governor of Blagoevgrad. He has a master's degree in finance with a specialization in “Public Finance“ from the South-West University “Neofit Rilski“. Kukolev has many years of experience as a lecturer in “Public Finance“ at various universities and extensive administrative experience. He held the position of Deputy Regional Governor of Blagoevgrad District in the period 1999 - 2001.

The Regional Governor of Varna District is Atanas Mihov. He is a proven professional in the field of internal security with over 30 years of service in the Ministry of Interior. He has many years of management experience, has been awarded many times for excellent results achieved, including. he is the holder of an honorary badge of the Ministry of Interior. He holds a Master's degree in Bulgarian Philology and a degree in "Protection of National Security" from the Academy of the Ministry of Internal Affairs.

Valentin Mihaylov has been appointed as the Regional Governor of Veliko Tarnovo Region. Mihaylov holds a Master's degree in Law and in Accounting and Control from the University of Technology "St. Cyril and Methodius". He has gained significant administrative experience during his work experience in the same regional administration, where he held various positions over the years. He was the Deputy Regional Governor in the period 2023 - 2024.

Ivan Ivanov has been appointed as the Regional Governor of Vidin Region. He has a Master's degree in Economics. He has many years of experience in the state administration. In the period from 2018 to 2024, he was the director of the Directorate of the “Labor Bureau“-Vidin.

Stefan Stefanov is the new regional governor of Vratsa region. He has a master's degree in Bulgarian philology and law from the Sofia University “St. Kliment Ohridski“. In the period January - August 2022, he held the position of regional governor of Vratsa region.

The new regional governor of Gabrovo region is Asen Daskalov. He completed his higher education at the Sofia University “St. Kliment Ohridski“. His professional experience to date is in the private sector.

Assen Atanasov has been appointed as the regional governor of Dobrich district. Atanasov graduated from the Varna Free University in law. In the period 2010 - 2013, he held the position of chief legal advisor in the Municipality of Balchik. In 2024 - 2025.

Atanasov is the director of the Directorate of “Municipal Property, Economy and Economic Activities in the Municipality of Varna.

Zdravko Todorov has been appointed as the regional governor of Kardzhali district. He graduated in economics and labor organization at the University of National and World Economy-Sofia. For many years, he has worked in the fields of trade, real estate and finance.

Kristian Ivanchov has been appointed as the regional governor of Kyustendil district. He is a lawyer by education. He was the deputy regional governor in 2023, and from 2023 to 2025 he was the deputy mayor of Kyustendil Municipality.

Polya Varbanova has been appointed as the regional governor of Lovech district. She graduated from the History Department of the University of Technology “St. St. Cyril and Methodius“ in Veliko Tarnovo. Varbanova has worked in various expert positions in the Regional Government – Lovech and in the Municipality of Lovech.

Mikhail Ivanov has been appointed as the regional governor of Montana district. He graduated from Economics and Marketing at the University of Technology “St. Cyril and Methodius” in Veliko Tarnovo. He has professional experience in the field of trade, and from 2024 to the present he has been part of the team of the State Commission for Information Security.

Lyubomir Gechev was appointed as the Regional Governor of the Pazardzhik District. He has over 18 years of management experience in public administration and international business environment. He is currently the Deputy Mayor of the Municipality of Pazardzhik.

Georgi Nedev was appointed as the Regional Governor of the Pernik District. He graduated from Geography, Geopolitics and Social Development at the University of Technology “St. Cyril and Methodius” in Veliko Tarnovo. His professional experience is related to various private companies.

Alexander Yotkov has been appointed as the regional governor of Pleven region. Yotkov is a civil engineer in Water Supply and Sewerage at the University of Agricultural Sciences and Technology in Sofia. He has worked in his specialty in various private companies, as well as in the municipalities of Byala and Pleven. From October 2023 to June 2024, he was the deputy regional governor of Pleven region.

Vladislav Popov has been appointed as the regional governor of Plovdiv region. He has a master's degree in agroecology from the Higher Agricultural Institute in Plovdiv and a doctorate from the University of Western Sydney, Australia. He has professional experience in the field of agroecology, organic farming and environmental protection. For the past 5 years, he has been a professor at the Department of Agroecology of the Agricultural University - Plovdiv.

Orlin Penkov is the new regional governor of Ruse region. He has over 20 years of professional experience in the field of management, business development and sales. He has completed 2 master's degrees at the SA „D. A. Tsenov“ - Svishtov: „International Economic Relations“ and „Finance“.

Ognyan Obreshkov has been appointed regional governor of Razgrad region. He has many years of experience as an expert and manager in industrial maintenance in large industrial enterprises. Mechanical engineer in the specialties „Mechanical Engineering Technologies“ and „Heat and Gas Supply“. Master of Economics with a specialty in “Industrial Economics“.

Dimitar Karadjov has been appointed as the regional governor of Silistra district. Until now, he was the director of the “Economics“ Directorate in Silistra Municipality. He also has many years of experience in the private sector. Karadjov is a lawyer by education.

Marincho Hristov is the new regional governor of Sliven district. He held the same position in the period July 2023 - May 2024. He graduated with a master's degree in “agronomic engineering“ at the Agricultural University in Plovdiv.

The government appointed Zarko Marinov as the regional governor of Smolyan district. He was the regional governor in the period October 2021 – August 2022. He was also the deputy regional governor of Smolyan region in 2014 and 2015.

Vyara Todeva is the new regional governor of Sofia region. She was the regional governor of the same region in the period July 2023 – April 2024. Before that, she successively held the positions of Deputy Executive Director of the Registry Agency and Deputy Regional Governor of Sofia City. She graduated in “Business and Finance’’ from the College of North West London and holds a master's degree in law and economics.

Ivan Dimitrov has been appointed as the regional governor of Sofia region. He was the deputy regional governor of the same region in the period July 2023 - March 2024. He is an economist by education.

Iva Radeva was appointed regional governor of Stara Zagora region. She held the same position in the period August 2023 - July 2024. He is an economist by education.

Radoslav Boychev was appointed regional governor of Targovishte region. He has a master's degree in National Security from the South-West University “Neofit Rilski“ in Blagoevgrad. He was elected as a member of parliament in the 46th National Assembly.

Ginka Raycheva was appointed regional governor of Haskovo region. She held the same position in the period July 2023 - June 2024. Before that, she was the principal of the "St. Kliment Ohridski" Primary School in Haskovo. She graduated from Plovdiv University.

Marin Marinov has been appointed as the regional governor of the Shumen region. She is an economist by education. She has many years of experience in the financial sector.

Bilyana Kavaldzhieva-Dimitrova has been appointed as the regional governor of the Yambol region. She held the same position in the period July 2023 - June 2024. She is a lawyer by education.
