The acting Minister of Justice Andrey Yankulov announced that he is ready to provide institutional protection to any magistrate who decides to speak openly about addictions and influence in the judicial system. The topic was commented on in "This Morning" on bTV by the leader of "Movement 21" and former MP Tatyana Doncheva.
According to her, the pressure on people in the judicial system is constant and not unusual.
„There are jobs that have always been under pressure. Such are the jobs in the judiciary. Regardless of what time people live in, they are under pressure. And one of the requirements for them is to be able to withstand this pressure“, said Doncheva.
Teodora Georgieva put herself under pressure
According to Doncheva, Bulgarian European Prosecutor Teodora Georgieva herself entered a situation of dependence, knowing how the system works.
„Teodora Georgieva put herself under pressure, knowing very well that prestigious positions in the career of magistrates go through the approval of a group of people who are obviously not pure. And that didn't bother her“, she said.
Doncheva also rejected claims that the recordings in which Georgieva is allegedly seen were manipulated.
“Fabricated another time. She does not deny that she is in the footage. Whatever you add or take away from this recording, the very fact that she is there is enough. She herself admits that she has been there several times“, commented the lawyer.
According to her, there have long been established dependencies in the magistrate system.
“There are dependencies in the magistrate system that are at the bottom of the functioning of the judicial system in a deformed way“, said Doncheva.
According to Doncheva, these processes have a long history: “From the moment Ahmet Dogan gained access through the NMSV government to the opportunity to order the judicial system, he did it from the lowest floors. The people who were on the last steps gradually climbed almost to the top. Delyan Peevski is the continuation of this work.
Georgieva speaks with the idea that she will not be the only one to burn out
According to her, European Prosecutor Teodora Georgieva only started speaking out when she realized that her career was in danger.
„When the European Public Prosecutor's Office, after its inspections, said that this prosecutor was impossible to remain in the system and that they would propose to the plenary hall of the European Parliament to release her, she decided to speak out, motivated by the fact that she would not be the only one to burn out“, Doncheva commented.
She emphasized that such a case would be an extremely bad signal for the country.
„This will be the first such case and it speaks very badly about Bulgaria“, she added.
Borislav Sarafov is not stubborn, they do not let him get up from chair
Regarding the dispute over whether the acting Prosecutor General is legitimate, Borislav Sarafov Doncheva stated that the law is clear.
„There is a legal regulation that stipulates that the acting Prosecutor General can remain in this position for six months. Six months is six months – "Once they have expired, period," she said.
According to her, it is the prosecutorial college of the Supreme Judicial Council that should decide on the matter.
„Just as the judicial college quietly and meekly appointed a new interim administrator in relation to the chairman of the Supreme Administrative Court, the prosecutorial college must decide here too," said Doncheva.
However, according to her, this is unlikely to happen: „I do not expect the prosecutorial college to decide in any way, since Borislav Sarafov is a counterparty of Boyko Borisov and Delyan Peevski in relation to the compromising materials with which they deal with each other“.
According to Doncheva, it is precisely these dependencies that explain why Sarafov remains in office.
„It is entirely possible that he is staying there not because he is stubborn person, but because other people on whom he depends do not allow him to get up from the chair. They do not have a ready person to put in this position with a guarantee that they will be untouchable“, she commented.
The level of the Bulgarian European Prosecutor is worrying
Doncheva also sharply criticized the professional qualities of Teodora Georgieva.
„From the interview with Teodora Georgieva, everyone can get an idea of the legal and intellectual level of the person that Bulgaria has nominated as a European Prosecutor. Believe me, this is below the last one third of the system“, she said.
According to her, other candidates for the position were significantly better prepared.
“She was eliminated from the top three. The third in the standings, the bronze medalist, was declared the champion. The other candidates are much better than her“, said Doncheva.
