The District Prosecutor's Office in Blagoevgrad, Territorial Department - Gotse Delchev, filed an indictment with the court against a man accused of committing three crimes - a documentary crime committed by an official, falsification of election results and drawing up an official document within the scope of the service, certifying false circumstances.
By a decision of May 9, 2024 of the District Election Commission - Blagoevgrad, the accused M.Sh. was appointed secretary of a section election commission in the village of Valkosel, Satovcha municipality, for the elections for members of the European Parliament and for members of the people's representatives of the Republic of Bulgaria, scheduled for 09.06.2024.
On election day, in the performance of his official duties, he recorded in the electoral roll that three citizens - Y.A., Y.K. and Y.A., had voted in the elections for members of the people's representatives of the Republic of Bulgaria. The accused filled in their personal data (Personal Identification Number and identity document) and signed on their behalf.
With these actions, he drew up three false private documents.
Subsequently, the accused, in his capacity as a member of the SIC, together with the other members of the commission, drew up a protocol using the false private documents he had drawn up, implemented in the electoral roll. In this way, he certified the existence of a legal relationship – exercise of the right to vote by the three citizens in the polling station in the village. In reality, none of them voted.
The protocol compiled in this way reflected that 362 voters voted in the polling station instead of 359 who actually exercised their right to vote. In this form, the document was duly submitted to the Regional Election Commission - Blagoevgrad for reporting the election results.
During the investigation, graphic experts were appointed and prepared, which established that the handwritten texts in the voter list and in the protocol, as well as the signatures of the three voters, were executed and affixed by the accused.
The court is about to schedule an orderly hearing in the case.
