They are establishing a political party "Progressive Bulgaria"

Justice is in the grip of oligarchic and lobbyist interests and does not meet people's expectations to be the pillar of truth and justice

Initiative Committee adopted Constitutional Declaration for the establishment of the political party "Progressive Bulgaria". The document kicks off the official procedure for collecting signatures for individual membership in accordance with the Law on Political Parties. The step comes just days before the early parliamentary elections on April 19, in which the coalition of the same name is running under the leadership of former head of state Rumen Radev.

The Initiative Committee is appealing to citizens with voting rights to join the petition, declaring an ambition to dismantle the current governance model and strengthen statehood.

In the adopted declaration, the authors describe the current situation in the country as a series of national crises against the backdrop of global transformation. According to the document, destructive processes are taking place in Bulgarian society that are eroding institutions and questioning the future of the country as a sovereign state.

The founders point to corruption as the main factor that distorts pricing, damages the treasury and divides society. "Corruption has given birth to a political class of dependent people who place themselves at the service of foreign interests and trade the interests of the state against their own survival", the distributed text states.

The declaration sharply criticizes the state of key sectors, claiming that the services and the Ministry of Interior are subject to corporate interference, the Bulgarian army is understaffed, and the judiciary is in the grip of lobbying interests. Special attention is paid to the changes in the Constitution of 2023, which, according to the formation, have destroyed the institutional balance and led to the current political impasse.

The document places strong emphasis on the events of the past 2025. The founders recall the refusal of the National Assembly to allow proposals by the then President Rumen Radev for a referendum on the date of adoption of the single European currency. According to the Initiative Committee, the strategic decision was made hastily, and the unpreparedness of the economy led to a sharp jump in prices and speculation.

The declaration makes a direct connection between these processes and the mass civil demonstrations at the end of last year. "In November 2025, the dissatisfaction of Bulgarians poured into the squares. The people demanded a change of power", the text states, adding that the protests gave rise to a public consensus against the oligarchic model.

The new formation positions itself on the value triad of freedom, solidarity and justice. Among the main declared priorities are ensuring national security, preventing Bulgaria from being involved in armed conflicts, overcoming poverty and accelerating economic development.

The party sets itself the goal of achieving a convincing election result and forming an independent government. According to the project's creators, without decisive action to eradicate the corruption model, any future governance configurations are doomed to failure.

The founding declaration was adopted at a meeting in Sofia, officially opening the subscription for the recruitment of founding members.
