If a head of state was not notified of such a thing, he should have summoned the highest security body at the speed of light, unless he is inadequate or a serious liar. When you are not notified - you are acting according to the law, not "shit". You are responsible for the life and health of Bulgarian citizens. This is a self-admission of absolute irresponsibility!
For a head of state to blatantly violate the law and blame others for it is severe managerial cynicism. Moral deficit! An insult to the entire people. An insult to the institution. A message of non-compliance with the laws and chaos. Downfall!
