Prof. Daniel Valchev: Borisov was wrong and put water in the mill of those who claim that this is GERB's office

"After the constitutional changes, the Bulgarian legal system resembles a person who has been prescribed strong drugs that have nothing to do with his complaints. They have unbalanced his whole organism and he feels worse and worse, and the doctors accuse each other of quackery.

"Everyone understood that these mythical NGOs do not know what should be done in the Bulgarian Constitution and judicial system, and what they can do is white. We are currently in a situation where it is not very clear who is responsible for the caretaker government".

Valchev pointed out that a number of important questions were left unanswered after the voted amendments.

"If the prime minister asks the president to replace one of the ministers, is the president obliged to agree? If the president is not satisfied with the acting prime minister, can he fire him and appoint someone else from the so-called "homebook"? Can the National Assembly vote a vote of no confidence in this government, which it did not elect? There is a ruling from 1992 that says the National Assembly cannot vote a vote of no confidence in the government. But it was enacted with a view to those constitutional provisions that existed then".
The Constitutional Court must issue its decision on the appealed changes, noted Daniel Valchev.

"The point is that the Constitution itself was beaten. The Constitutional Court should rule more quickly to fix these things".

Prof. Valchev advised "everyone to refrain from sudden movements and talking, because at the moment both our legal and political systems are in a specific situation and things can break very easily".
The post of foreign minister once again turns out to be a bone of contention, "because someone thinks that through the foreign minister they will be able to show radical behavior in front of our partners", he pointed out in the program "12+ 3".

"This is one of the well-structured ministries and I don't see what difference it will make if it is one minister or another. Mr.Borisov made a mistake and put grist in the mill of those who claim that this is a GERB government. The very idea of having such a complex cabinet composition with such unclear responsibilities is bad. It is also unconstitutionally recorded".

The previous government brought Bulgaria to the point where its entire fiscal reserve is such that, if necessary, we will only have money for a week or two, emphasized the former deputy prime minister.

"We are not talking about a fiscal reserve that can be a buffer for the state. In recent years, we have witnessed a non-stop process of temporary brainstorming. If this is not stopped, I don't think there will be a good result.

The caretaker government will organize and conduct the elections. The question is whether they will be honest and fair in the sense that we would all like them to be, he added.

"We corrupted the idea with the machines. The complexity comes from the fact that the parliamentary elections will be together with the EP vote. Europe is no longer the center of the world. The EU needs to see what will be the path along which it will continue to develop. The last EC is the worst ever. It failed to deal with the war in Ukraine, climate change and migration, and it created a bad economic climate. It is up to us whether we keep Europe as a center of culture, or whether we go in a direction that will make it an exotic destination for minors' gender reassignment. It is important whether we will go in the direction of tradition and faith, or whether we will go in a radically different direction.
Nothing was achieved by extending the mandate of the National Assembly, Valchev also emphasized.

"These are ill-conceived and medicated decisions. Their only purpose is to show that the president will not be the master of the situation. Everything went wrong. You cannot make clothes for individual people. I hope that the constitutional judges will take measures so that at least the most glaring misunderstandings adopted by this constitutional revision are removed.
