According to the Ministry of the Interior: There are 52,052 Bulgarians without an up-to-date permanent address

According to the information provided by the Minister of the Interior, 18,604 people are driving around with an expired identity card. 843 Bulgarians are without any permanent address

The total number of persons, on the territory of the Republic of Bulgaria, without an up-to-date permanent address and without an issued identity card is 52,052. Of these, 2,291 persons are aged between 14 and 18 years, and over 18 are 49,761 persons. This became known from an answer to a parliamentary question by acting interior minister Atanas Ilkov, published on the parliament's website, BTA reports.

The question was asked by People's Representative Denitsa Sacheva from GERB and is about the impossibility of issuing an identity card to Bulgarian citizens in the absence of a permanent address. She specifies that a part of the Bulgarians, due to the impossibility of proving that they live in a dwelling in regulated real estate, cannot register a permanent address and accordingly these citizens cannot submit an application for the issuance of an identity card.

According to the information provided by the minister, 18,604 people are driving with an expired ID card. Also, 843 Bulgarians are without any permanent address.

The Minister of the Interior adds that the procedure for issuing an identity card is regulated in the Law on Bulgarian Personal Documents and the Rules for Issuing Bulgarian Personal Documents.

„ The conditions and procedure for civil registration of natural persons in the Republic of Bulgaria are regulated in the Law on Civil Registration, as the primary administrator of this data with the Main Directorate "Civil Registration and Administrative Services" to the Ministry of Regional Development and Public Works“, Atanas Ilkov also explains. Adding that the competent authority to carry out the address registration is the mayor of the municipality, the region or the town hall or officials designated by them upon application by the person.
