Radev returns for new discussion provisions of the Renewable Energy Law

In his motivations, the president states that he supports the legislator's actions to bring Bulgarian legislation into line with European legislation and shares the need to transpose directives as soon as possible.

President Rumen Radev returns for new discussion provisions of the Law on Amendments and Supplements to the Renewable Energy Law, the head of state's press office announced, quoted by Dariknews.bg.

In his motivations, Radev states that he supports the legislator's actions to bring Bulgarian legislation into line with European legislation and shares the need to transpose directives as soon as possible. The President also supports the adoption of a regulation promoting the use of energy from renewable sources by streamlining administrative procedures for issuing permits and eliminating unnecessary administrative burdens.

At the same time, some of the proposed legal provisions do not represent a correct transposition of European Union directives. The necessary guarantee mechanisms are not included, and in some places they even contradict European Union acts.

Rules established in Bulgarian legislation regarding the regulation of public procurement, tacit consent in administrative law and environmental protection are also circumvented.

Coordination powers are assigned to administrative service centers in municipalities, which enter the legally established sphere of other state bodies. The new regulation is unclear and insufficiently precise in places, which creates prerequisites for restricting the rights of Bulgarian citizens.
