We have already prepared a bill that is under interdepartmental coordination and will soon enter the Council of Ministers. It provides that everyone along the loading and unloading chain, together with the carrier, will bear joint and several liability. Then, when a vehicle is detected with an axle load exceeding the permissible limit, everyone along this chain will be able to bear the liability. This was stated today by the Minister of Transport Grozdan Karadjov to journalists, quoted by "Focus".
All scales at loading bases will be linked to an electronic system that will not allow the issuance of a waybill for a truck reported as overloaded, Karadjov also indicated.
He explained that from September, the electronic systems of the toll system for overloading will begin to be accepted. "There are axle load sensors installed on each frame. Electronic slips will be sent to the companies whose trucks are detected".
Karadzhov specified that the fines will be issued electronically. It is also planned that carriers will be required to register in the secure electronic delivery system.
