A 13-year-old from Vidin punched a 12-year-old boy in the face in the city center on Sunday evening. The injured child fainted and was admitted to the "St. Petka" hospital with moderate injuries, the District Prosecutor's Office - Vidin reported.
The incident occurred on June 22 at around 6:00 p.m. on the stairs to a restaurant in the central part of the city. "The injured boy fell unconscious and received a laceration-contusion wound", the official statement of the prosecutor's office states.
After receiving a signal by phone 112, police officers on duty from the District Office immediately headed to the scene. There they found the 12-year-old boy, who had been hit in the face by another minor, the Regional Directorate of the Ministry of Internal Affairs - Vidin announced.
The 13-year-old perpetrator is known to the Children's Pedagogical Room at the Regional Directorate of the Ministry of Internal Affairs - Vidin. He is reported for hooliganism and physical aggression, and numerous educational cases have been filed against him under the Law on Combating Antisocial Behavior of Minors and Juveniles.
The boy has been diagnosed with "mild mental retardation, significant behavioral disorders requiring care and treatment", according to a decision of the TELK. Since March of this year, he has been placed in the Crisis Center at the Complex for Social Services for Children and Families in Vidin after a social report was prepared.
With a decree of June 23, the Regional Prosecutor's Office - Vidin ordered an immediate investigation into the case. During the investigation, statements will be taken from witnesses to the incident and documentation will be requested from Vidin Hospital.
Given the fact that the perpetrator is a 13-year-old minor, he is not criminally liable. Educational measures will be applied to him under the relevant law by the local commission for combating antisocial behavior by minors.
