Kiril Dobrev: Scooters will have a registration number and civil liability

„The road infrastructure is lagging behind the advancement of technology, the numerous cars and the speed at which they move. That is why with this bill we are focusing on prevention and control on the roads.“ This was stated by the Chairman of the Committee on Transport and Communications and Deputy Chairman of the PG „BSP-United Left“ Kiril Dobrev during the parliamentary debate on the changes to the Road Traffic Act.

He emphasized that with the new legislation, in addition to the cameras of the Ministry of Internal Affairs, the toll and municipal cameras will be included in the surveillance. An increase in sanctions is also planned. “We all follow the rules abroad because we know that the fines are higher there, and here we can do whatever we want“, noted Dobrev.

The socialist also emphasized scooters, which, according to him, currently lack state control. From the parliamentary rostrum, he cited statistics according to which there were 500 serious accidents and 12 people who lost their lives in scooter accidents in 2024. “I made a provocation by proposing that they be banned, but thanks to it, every scooter will now have a registration number and civil liability, so that it is clear who is responsible in accidents“, Kiril Dobrev pointed out.

The MP pointed out that new types of vehicles are constantly entering the market that are absent from the registers, and the time is not far when accidents will start with them as well. “Every law, by the time we adopt it, is already outdated and cannot cover new technologies and the uncontrolled introduction of all kinds of vehicles that become participants in traffic. The faster we adopt these changes, the faster we will be able to reduce road injuries“, Dobrev also said.
