The Council of Ministers adopted new Organizational Regulations of the Agency “Road Infrastructure“ (API), the press service of the Council of Ministers announced. The Regulations optimize the organizational structure and functional characteristics of the structural units of the agency, the government specified.
A Directorate “Situation Center and Traffic Management“ will be established with the main goal of ensuring the activities of forecasting, analyzing, limiting and overcoming a crisis situation and assisting the management bodies in assessing the road situation. In this way, it is expected to strengthen the focus on ensuring the key functions of RIA. The adoption of the decree also provides for an increase in the number of employees of the Agency for Geodesy, Cartography and Cadastre by five at the expense of the number of employees of the RIA.
The creation of new and restructuring of existing units aims to increase the effectiveness of the RIA in implementing the state policy for the development and management of the republican road network. The functions of real estate management are separated from the Directorate "Administrative Services, Human Resources and Property Management". They are transferred to the Directorate "State Property and Expropriation Procedures". Those related to administrative services and human resources, as well as economic activities, are retained and will be performed by the Directorate "Administrative Services and Human Resources".
The Directorate "Public Procurement and Legal Services" will be divided into two directorates with specific functions - the Directorate "Public Procurement" and the Directorate "Public Procurement" and the “Legal“ Directorate. In addition to reducing the administrative burden, this distinguishes the activities performed by the two structures, respectively the organization and implementation of public procurement, as well as the implementation of legal activities and procedural representation, the Council of Ministers added.
On the RIA website, in the “High-risk Road Sections“ section, a Plan for securing sections of the republican road network with a total length of nearly 500 km and deadlines for implementing the measures has been published.
