The Prime Minister: Only the state has the constitutionally established right to exercise violence – and only for the benefit of society

The limits established in the law for the necessity, volume and size of activities for prevention, detention and use of auxiliary means, including firearms, are extremely important in order to secure evidence

Prime Minister Rosen Zhelyazkov opened the first-of-its-kind innovation center in our country for training and implementation of modern technologies in the field of internal security at the Academy of the Ministry of Internal Affairs.

The Prime Minister emphasized the importance of the center as the beginning of an extremely productive partnership in the field of law enforcement.

„The state is the only institution that has the constitutionally established and specified in the law right to exercise violence – and only for the benefit of society. The limits established in the law for the necessity, volume and size of activities for prevention, detention and use of auxiliary means, including firearms, are extremely important in order to secure evidence,“ the Prime Minister said.

The Prime Minister added that these police actions ensure the normal functioning of the criminal process in case of violation of public order and detection of crimes.

“The limit of the use of auxiliary means and weapons must be non-lethal and gentle in nature, while at the same time ensuring maximum protection for the employees of the Ministry of Internal Affairs,“ emphasized Zhelyazkov.

According to him, the laboratory will implement and use innovative methods, including with the help of artificial intelligence.

Rosen Zhelyazkov pointed out that the laboratory does not only serve the employees of the Ministry of Internal Affairs, but has a broader social effect, contributing to transparency, publicity and protection of the actions of the employees. “Providing evidence is a prerequisite for a fair trial, which we all hope will find increasing public recognition,“ the Prime Minister concluded.

“Artificial intelligence and new technologies provide opportunities for modernizing the work of the Bulgarian police“, said Minister of the Interior Daniel Mitov. According to him, modern technological solutions and devices, including Taser, as well as various forms of situation analysis, information encryption, will enable law enforcement officers to fulfill their duties, so that on the one hand they protect the rights of citizens and the rights of detainees, and on the other hand - to protect the officers themselves.

“I am glad that in this dynamic world, Bulgarian police officers will begin training with modern technologies in this innovation center“, Minister Mitov also emphasized.
