The Spartan fire extinguishing system is like Kiril Petkov's electric car factory - without results and with a feeling of state waste.

"Backstory:
In 2006, with the purchase of the Spartans, the supplier company committed to investing a certain amount of the contract in the Bulgarian economy, through technology transfer and job creation. The so-called indirect offset.
In 2021. the company still has 6.7 million euros to invest, but the deadlines are running out and it is threatened with penalties.
In July 2021, the acting Minister of Defense Panayotov proposed to the acting Minister of Economy Kiril Petkov that a fire extinguishing system be acquired as part of this offset, which sounds reasonable.
In June 2022, the contract was finalized for the entire remaining amount of the indirect offset (6.7 million euros) and the company was exempted from subsequent investments.
And here come the following questions:
#WHO decided that this project corresponds to a transfer of technologies to the Bulgarian economy and is sufficient for the entire indirect offset?
#WHO accepted that the equipment under the contract is valued at 3.35 million euros? It includes 48 training containers, 150 standard ones (with a total price of 198 thousand euros), 1 maintenance kit, 1 remote control station, 1 plastic platform, 3 reinforcement belts, 1 week of theoretical training, 3 practical flights with a Bulgarian aircraft. Or why is a package worth about 250 thousand euros recognized as being worth 3.35 million euros?
#WHO agreed to use a multiplier x2 for the effect on the economy and so the value of the above equipment becomes 6.7 million euros, the remaining value of the company's commitment?
#WHO turned a blind eye to the fact that the training was not completed when in 2023 Minister Todor Tagarev, signs that the contract has been fulfilled and finally releases the company from liability.
Finally, we neither have a working fire extinguishing system, nor investments of nearly 7 million euros...
