The MP from "DPS-New Beginning" Kalin Stoyanov proposes amendments to the National Security Service Act (NSA) to abolish its function to provide the presidential administration with transport. This is stated in a bill published on the parliamentary website.
The proposal for legislative amendments proposes to repeal item 14 in art. 14 para. 1 of the National Security Service Act. “This completely unnecessary privilege of employees of an administration degrades the National Security Service into an ordinary transport company“, Stoyanov states the reasons for the project. Stoyanov also notes that such a regulation in the law is not provided for the administration of the National Assembly or the Council of Ministers.
Employees from the administration do not fall within the scope of protected persons, thus equating the administration of the Presidency in privileges with the persons exhaustively listed in Art. 21 of the law, who have the right to specialized transportation. For this reason, the existence of this text is absolutely unnecessary, Stoyanov points out.
Earlier on "Facebook" Kalin Stoyanov commented on the case of President Rumen Radev's motorcade in Varna on August 10. Stoyanov claims that a large part of the president's administration rides in official cars, driven by its drivers. Stoyanov also writes that the aforementioned Article 14 states that the entire presidential administration has the right to use the cars and drivers of the NSO.
Stoyanov adds that in this way, representatives of the presidential administration are equated in privileges with those exhaustively listed in Article 21 of the law who have the right to specialized transport - members of the Council of Ministers, the Constitutional Court, deputy chairmen of the National Assembly, chairmen of the Supreme Court of Cassation and Supreme Administrative Court, the mayor of the capital, as well as former chairmen of the National Assembly, prime ministers, presidents and representatives of international organizations. Stoyanov also writes that "in order to eliminate the possibility of using the NSO as a personal transport company for the presidential administration, the DPS-New Beginnings propose that this article be removed from the law".
