Deputy Mayor for „Public Construction“ Nikola Lyutov cancels the planned renovation of the intersection of „Slivnitsa“ Blvd. with „Adam Mitskevich“ St. and „Dr. Petar Dertliev“ Blvd. in the „Lyulin“ district. POSITION of the Deputy Mayor for „Public Construction“ regarding the ongoing repair of the intersection of „Slivnitsa“ Blvd. with „Adam Mitskevich“ and „Dr. Petar Dertliev“ Blvd.
In connection with false statements and disagreement to carry out repairs to the intersection of „Slivnitsa“ Blvd. with „Adam Mitskevich“ and „Dr. Petar Dertliev“ Blvd. by Georgi Todorov, district mayor of „Lyulin“ district, expressed in a letter to the Sofia Municipality and publications on social networks, I hereby state the following:
I have assigned the implementation of ongoing repairs to the intersection of „Slivnitsa“ Blvd. with „Adam Mitskevich“ and Blvd. „Dr. Petar Dertliev“, „Lyulin“ district and „Vrabnitsa“ district, because it represents a key infrastructure not only for the „Lyulin“ district, but also for the „Vrabnitsa“, „Serdika“, „Nadezhda“ and „Ilinden“ districts. I would like to emphasize that:
Blvd. „Slivnitsa“ is a main entrance-exit artery, which connects the northern and eastern neighborhoods and the center of Sofia with the Ring Road and international corridors;
Blvd. „Petar Dertliev“ and ul. „Adam Mitskevich“ are part of the future second city ring (the service ring) for the 4 districts of northern Sofia in question;
Through the system of the Contact Center of the Sofia Municipality, numerous signals have been received from citizens about the intersection in question;
At the intersection, the presence of ruts and collapses in the road surface, compromised sections, network-like cracks, single longitudinal and transverse cracks and numerous collapsed inspection and rain-receiving shafts (as can be seen from the attached photographs), which threaten the life and health of citizens moving along it.
Due to the clearly expressed disagreement and the statement made by the district mayor of the “Lyulin“ position that the specified intersection is not among the priorities of the local administration, I cancel the repair work.
Although the Department of “Public Construction“ not have a commitment to coordinate the activities for the current repair of the street network with the district administrations, our desire has always been to work where we all, including the district mayors, see meaning and value.
In connection with the position of Mr. Georgi Todorov, mayor of the “Lyulin“ district, published on August 28, I would like, instead of politicking, to support our statements with figures and evidence:
Mr. Todorov, in practice, blocked an investment intention of the Sofia Municipality with an estimated amount of about 1.2 million leva. Although this is undoubtedly a very significant investment in the district, it would not be so critically important if the mayor of the “Lyulin“ district managed to take advantage of the various developed mechanisms for financing and implementing public works renovation activities, which, in accordance with Mr. Terziev's management priority for decentralization, are annually available to each regional administration.
The data for the “Lyulin“ district look like this:
For 2024, target budget funds in the amount of 653,065 BGN have been allocated, of which 391,758 BGN have been utilized by the “Lyulin“ district, and 261,307 BGN have remained unutilized. It was not Mr. Todorov, but the “Public Construction“ Department, that had to proceed with the investment of the unutilized funds in the district through other mechanisms, so that “Lyulin“ to become safer and more attractive for Sofia residents.
For 2025, targeted budget funds in the amount of 653,065 leva have been allocated, of which to date - August 29 - not a single penny has been used by the “Lyulin“ district. The financial year has not yet ended, so I appeal to citizens to monitor the implementation in the next few months.
From the “Transport Connectivity and Accessible Environment“ component (or the so-called loan for the repair and construction of sidewalks of the Sofia Municipality) for the period from 2023 to September 2026, the following funds have been allocated for implementation by the “Lyulin“ district: 2,592,000 BGN, of which 347,274 BGN have been utilized by 29.08.2025, and 2,244,726 BGN remain unutilized.
With regard to Mr. Todorov's claims that he has repeatedly pleaded for the repair of much more problematic sections of the road infrastructure in the “Lyulin“ district - the proposals for the inclusion of sites in the capital program by the district mayors should reflect the infrastructure priorities of the district. When checking in the “Public Construction“ department, it was found that the administration of the “Lyulin“ district has not received any proposals for the repair of the intersections and road sections cited by Mr. Todorov.
I would like to express my great regret that the cancellation of the repair of the intersection of “Slivnitsa“ Blvd. with “Adam Mitskevich“ St. and “Dr. Petar Dertliev“ Blvd. will also affect the other three districts - “Ilinden“, “Nadezhda“ and “Vrabnitsa“, whose mayors provided full assistance to the Sofia Municipality in preparing for the repair. Colleagues, thank you for the professionalism shown and the will to defend the important infrastructure projects for your regions. The cooperation of the regional administrations has always been key to the realization of investments of such a scale.
Finally, I would like to reassure people that the 1.2 million leva allocated for the repair of the intersection, instead of in “Lyulin“, will be invested in “Nadezhda“, “Vrabnitsa“ and “Ilinden“ – in northern Sofia, in whose development we have been investing since the beginning of this term.
