“The housing crisis is deepening, leaving millions of people across Europe and beyond without adequate shelter. Homelessness is increasing, while many households face disproportionate costs for housing, energy and maintenance. This is not only a social challenge, but also a test of our ability to deliver on the UN 2030 Agenda. The right to affordable housing is not only a common goal for a sustainable future, but also a fundamental human right“. With these words, the Minister of Regional Development and Public Works Ivan Ivanov opened his participation in the ministerial meeting on housing affordability and sustainability, held within the framework of the 86th session of the Committee on Urban Development, Housing Policy and Governance of the United Nations Economic Commission for Europe (UNECE). The forum brought together representatives from over 200 countries, including Deputy Minister Dora Yankova.
Challenges and priorities in the housing sector
Minister Ivanov outlined the main difficulties facing Bulgaria: an aging housing stock, numerous buildings in poor condition, unoccupied housing – especially in large cities – and shortage of social housing.
“Imbalances in the housing market in Bulgaria are deepening due to income dynamics and rising housing costs“, he stressed.
The state invests in energy efficiency and sustainability
The minister pointed out that the Bulgarian government is actively investing through the Recovery and Sustainability Mechanism and European programs in the renovation of residential buildings. The goal is to achieve a minimum 30% primary energy savings per building.
“These efforts reduce household costs and extend the life of buildings“, said Ivanov.
Between 2015 and 2024, over 2,000 multi-family residential buildings were renovated through the National Energy Efficiency Program, which has led to lower energy bills and more comfortable housing environment. The program will continue until 2029 with funding from the national budget.
National Housing Strategy until 2050
Among the main topics of the meeting was the development of National Housing Strategy until 2050, which aims to provide long-term solutions for accessibility, sustainability and social inclusion.
The document will encourage public and private investments and will be in line with UN Goal 11 – “Sustainable Cities and Communities“.
Looking to the Future: Sustainable and Inclusive Communities
In conclusion, Minister Ivanov emphasized that housing policy must take into account demographic changes – migration, population aging and changing needs of society. "We need to ensure climate adaptation in shaping the future of our cities and societies to build sustainable communities and the right to housing," he said.
International commitments for affordable and sustainable housing
During the forum, ministers discussed commitments that will provide a roadmap for sustainable reforms in housing policy. They are based on the UN Geneva Charter on Sustainable Housing, 2030 Agenda for Sustainable Development and New Urban Agenda, focusing on social justice, economic efficiency and climate sustainability.
