The US has not yet signed the documents giving Ukraine security guarantees: here's why

The documents on the security guarantees for Ukraine are ready, but the United States has not yet signed them, ukrinform.ua reported.

The US Permanent Representative to NATO, Ambassador Matthew Whitaker, also revealed the reason: there is one issue that remains to be resolved before their signing. It is related to the territories of Ukraine.

The US representative did not give more details, but it is likely that this refers to Crimea and Donbas, which Kiev has announced that it will never voluntarily hand over to the Russian occupiers.

Matthew Whitaker said that the peace talks on Ukraine are “very productive” and the parties are closer than ever to an agreement, while the only issue still under discussion is related to the territories.

When asked why the security guarantee documents have not yet been signed, even though Ukrainian President Volodymyr Zelensky said they are 100% ready, Whitaker recalled the statement of US Special Representative Steve Witkoff that the negotiations are currently limited to the issue of territory.

Trump and President Zelensky will sign documents when appropriate, he added.

Whitaker said he expects more pledges to be made on the "Ukraine Priority Needs List" initiative (PURL) to deliver US weapons to Kiev when the alliance's defense ministers meet in Brussels on Thursday, Reuters reported.

Ambassador Whitaker also told reporters during an online briefing that allies have so far committed to purchasing more than $4.5 billion worth of US weapons to meet Ukraine's urgent battlefield needs through the initiative. Twenty-one NATO allies and two partners have pledged support, the US permanent representative to the alliance said.
