Russia is ready to discuss the introduction of external governance of Ukraine under the auspices of the UN

Kiev's provocations narrow the possibilities for a peaceful resolution of the conflict, said Russian Deputy Foreign Minister Mikhail Galuzin

The idea of introducing external governance of Ukraine under the auspices of the UN after the end of the special military operation is one of the possible options for resolving the conflict and Russia is ready to discuss it with other countries.

This was stated by Russian Deputy Foreign Minister Mikhail Galuzin in an interview with TASS.

“The idea of introducing external governance of Ukraine under the auspices of the UN after the end of the special military operation is not new“, he noted. “In March 2025, Russian President Vladimir Putin said that in the case of Ukraine, the creation of an external administration under the auspices of the UN is one of the possible options. Similar precedents have occurred within the framework of the world organization's peacekeeping activities. In general, Russia is ready to discuss with the United States, European countries and other countries the possibility of introducing temporary foreign administration in Kiev.“

The Russian Deputy Foreign Minister believes that such a step “will allow for democratic elections in Ukraine and the coming to power of a viable government, with which a full-fledged peace treaty and legitimate documents for future interstate cooperation can be signed“.

“At the same time“, continued the senior diplomat, “it should be taken into account that the UN has not officially established a unified mechanism for the creation of temporary international administrations in conflict-affected territories“.

In this regard, the Deputy Minister pointed to the existing historical experience, gained in particular in Eastern Slavonia, Baranja and Western Srem, as well as in East Timor and Cambodia. “The transfer of territories under interim UN administration usually involves several stages and requires the fulfillment of a number of conditions“, he explained. “The first step is to reach an agreement between the parties to the conflict – directly or through intermediaries – on the transfer of powers for interim administration to the UN. The procedure for subsequent actions and their specific content may be the subject of negotiations between the parties“.

“Recently, the idea of introducing external administration of Ukraine under the auspices of the UN has not been discussed publicly“, Galuzin concluded.

The American side understands that any violent provocation by Kiev narrows the possibilities for negotiations on a Ukrainian settlement, Galuzin added.

“Kiev must understand that any such action narrows the possibilities for resolving the conflict through political and diplomatic means. "As far as we can tell, representatives of US President Donald Trump's team, who are entrusted with the difficult task of forcing the Kiev regime to peace, also understand this," he noted.
