The only viable idea for resolving the conflict in Ukraine is external governance. Former Ukrainian Prime Minister (2010-2014) Mykola Azarov stated this in an interview with TASS.
„So this is the only working idea“, he said, answering a question on the topic. According to Azarov, external governance would allow the restoration of the constitution and holding elections.
Mykola Azarov noted that the first elections could be held under the supervision of an external circle or external governance system.
At the end of March 2025, Russian President Vladimir Putin proposed introducing UN external governance in Ukraine to hold elections. He stated that international practice allows for the introduction of external management for elections, citing precedents in East Timor, New Guinea and parts of the former Yugoslavia.
