Vucic: Military cooperation between Kosovo, Albania and Croatia increases tensions

Serbian president warns EU that new laws in Kosovo threaten Serbian community

Serbian President Aleksandar Vucic said in a conversation with the EU Special Representative for the Belgrade-Pristina Dialogue Peter Sørensen that the deepening of military cooperation between Kosovo, Albania and Croatia creates additional tensions and threatens the security of the Serbian people, BTA reports.

Earlier this year, Albanian Defense Minister Pirro Vengu announced that the first trilateral military exercise between the three countries would be held in 2026, within the framework of a cooperation agreement signed in 2024. On March 18, 2025, Kosovo, Albania and Croatia signed a declaration in Tirana to strengthen the partnership in the field of defense, including through joint training and coordination against hybrid threats.

Belgrade reacted sharply to the initiative, expressing concerns that it was directed against Serbia. Vucic indicated that he had received assurances from Croatian Prime Minister Andrej Plenković that the cooperation was not directed against the Serbian state.

In his conversation with Sørensen, the Serbian president called on the international community to pay attention to the situation of Serbs in Kosovo. He expressed concern about Pristina's intention to implement new laws from March 15, which he believes are discriminatory and could threaten the survival of the Serbian community.

This concerns the full implementation of laws on foreigners and traffic rules, which, according to media reports, will affect Serbs using cars with Serbian license plates or without Kosovo documents.

Serbia does not recognize the independence of Kosovo, which was declared in 2008, and since 2011 the two countries have been conducting a dialogue under the auspices of the EU to normalize relations. Some of the agreements - including the creation of the Union of Serbian Municipalities - have not yet been implemented.

Vučić reiterated the need to form this union, as provided for in the 2013 agreement, and insisted on the full implementation of the commitments made with the mediation of the EU in order to guarantee peace and stability in the region.
