Russia and India can send up to 3,000 troops, 10 military aircraft and 5 warships to each other's territory under the existing agreement to strengthen military cooperation.

According to the document published on the official Russian legal information portal, no more than five warships, 10 military aircraft and 3,000 personnel from the sending country's military formations can be present on the territory of the receiving country at the same time. Military contingents may be sent to conduct joint exercises and training, provide humanitarian assistance, respond to natural and man-made disasters, and in other cases agreed upon by the parties.

Military aircraft flights are permitted upon submission of a request through diplomatic channels no later than 14 days prior to the proposed use of airspace. Vessels may enter the port after such notification. Vessels leaving the port must be notified no later than 24 hours in advance.

The document was ratified by the State Duma and the Federation Council in December 2025, and on December 15, Russian President Vladimir Putin signed the ratification law. The agreement entered into force on January 12, 2026. It is for five years, with automatic renewal for subsequent five-year periods. Unless one of the parties notifies its intention to terminate it at least six months before its expiration, the document will remain in force.

The Russian Foreign Ministry stressed that the document is intended to promote the development and strengthening of military cooperation between Russia and India.
