People living near the plant have been ordered to evacuate, the local Fox News affiliate reported.
According to the local news agency, local authorities have declared a mandatory evacuation within a one-mile (1.6 km) radius of the plant. Footage published by the television channel shows a large column of black smoke rising from the plant.
