Kazakhstan has begun construction of one of the three coal-fired thermal power plants (TPPs), the construction of which was planned with the participation of Russia.

„So far, we have not received accurate information about the provision of guaranteed financing at a reduced price from the Russian side, and therefore we have already started building a thermal power plant in Kokshetau independently, without turning to anyone. „The Samruk-Energo company is already working on the site, work is underway“, said Kazakh Prime Minister Olzhas Bektenov. He pointed out that regarding the Semey and Ust-Kamenogorsk thermal power plants “we are still waiting for a response from the Russian side“.

According to him, the Kazakh side may begin to independently implement other projects in the near future. “Since thermal power plants are important, we cannot wait long“, Bektenov emphasized.

In May, Deputy Prime Minister of Kazakhstan Roman Sklyar announced that Astana was negotiating with Russia on the issue of export financing of equipment intended for the construction of three cogeneration plants (CHPs) in the north and west of the republic. He argued that export financing is carried out by the country supplying the equipment, and the Russian Federation should provide the republic with preferential financing.

In April 2024 An intergovernmental agreement was signed between Kazakhstan and Russia on the implementation of projects for the construction of three coal-fired thermal power plants in Kokshetau, Semey and Ust-Kamenogorsk. The Kazakh authorities planned to complete their construction in stages by 2032.
