In connection with the frequent accidents in the residential area “Druzhba – 2“, immediately after the end of the heating season, actions were taken by the company for a thorough technical analysis of the network that passes through this area, reports from “Toplofikatsiya“.
Specialized ultrasonic equipment was purchased and a precise diagnosis of the condition of the heat transfer network, which is extremely depreciated and built 40 years ago, was carried out.
An expert team from the company identified the specific compromised routes and their length. In this case, we are talking about about 10 km of heat pipes and accompanying facilities, which are absolutely necessary and urgent to be repaired.
Such a huge project requires the investment of serious resources and funds, and the implementation itself, from a technological and regulatory point of view, takes a long period of time. This cannot happen without approval from the Sofia Municipality. The parameters for these activities were set in the updated Business Plan, the company states.
After the same was approved and adopted by the SOS in July of this year, the company made maximum efforts and tried to cope with its own resources. However, the volume of the necessary activities exceeds its capacity. Therefore, in the shortest possible time, we launched the procedure for announcing a public procurement for the selection of contractors, with the deadline for submitting bids being September 11.
According to the Public Procurement Act, the procedures are regulated by law and require strict adherence to deadlines. In this regard, the planned deadline for the implementation of the repair activities has been shortened to a minimum, in accordance with the regulatory requirements of Bulgarian legislation. In the event that the announced start date cannot be met for objective reasons, customers will be additionally notified 3 days in advance of the new deadline.
„Toplofikatsiya“ draws attention to the fact that the repair will improve the parameters of the heat carrier in the network of the „Sofia Iztok“ district, which will also affect the quality of heat supply to customers in the most remote and high points - residential area „Mladost 4“, residential area „Malinova Dolina“ and residential area „Lozenets“.
Also, accidents and losses in the transmission of heat energy will be significantly reduced, which, given the financial condition of the company, is a very important factor. This, in turn, will contribute to the reduction of unrecognized costs for the transmission of heat energy by the EWRC.
We are fully aware that starting repairs in October, so close to the beginning of the heating season, could cause serious inconvenience to our subscribers, but we would like to assure the residents of “Druzhba 2“ that the company will mobilize all resources and will do everything possible to complete the work as soon as possible, the company states.
It is very important to clarify that the affected subscribers will not have their heat supply stopped during the entire period of the repairs. In order to minimize inconvenience to customers, work will be carried out in stages, and this in turn means that some of the buildings will have their heat supply turned on for the beginning of the heating season. In this regard, shut-off valves will be installed, which will allow the completion of construction activities in the individual sections and the phased early restoration of heat supply along the replaced routes.
It is planned that kindergartens and schools falling within the scope of the repair activities will be prioritized for replacement and that the shutdown will be as short as possible.
