There is no coordination permission from the Sofia Municipality to block the entrances to the National Assembly (part of the security zone) and prevent the entry of ambulances or fire engines to the places provided for this on the territory of the National Assembly. This was announced by the Ministry of Interior in connection with the protest of deputies from "We continue the change" (PP) at the parliament earlier today, BTA reports.
The Sofia Municipality told BTA that the PP had submitted a coordination letter for protest actions on “Nezavisimost“ Square, which does not include the parliament's security zone.
The Ministry of Interior indicated that based on a plan approved by the director of the Sofia Directorate of Internal Affairs (SDVR), Chief Commissioner Lyubomir Nikolov, and after receiving a letter from the Sofia Municipality for holding protest actions on “Nezavisimost“ Square, actions were taken to ensure public order. It should be borne in mind that the consent letter of the Sofia Municipality regarding a political party event called "Civil protest and motorcade against political prisoners in Bulgaria" on September 18, 2025 from 8:00 a.m. to 10:00 p.m. explicitly states its location - "the pavement of "Independence" Square, outside the security zone of the institutions", the police add.
It is also stated that "stopping and parking of vehicles should be carried out only in designated places, without obstructing the movement of cars". When the police officers took the security measures described in the approved deployment plan, groups of individuals (most of them with immunity as members of parliament) were found on site, who physically and with vehicles blocked the entrances and exits to the National Assembly. The unregulated protest actions and the blocking were carried out outside the previously coordinated hours for holding the protest event, say the Ministry of Interior. Immediate actions were taken by the police officers to secure the entrances and exits in the area of the National Assembly for the passage of vehicles with a special regime - ambulances and fire engines and those with specific duties during the plenary sessions. In addition, the necessary organization has been created to remove and prevent cars that impede the passage of people and cars in and out of the National Assembly building.
According to the Ministry of Interior, the employees of the "Traffic Police" department of the State Department of Internal Affairs are to take action to identify the owners of the cars parked on "Dondukov" Boulevard and in front of the entrances to the National Assembly in violation of the laws of the country and to issue the appropriate sanctions.
The fifth vote against the "Zhelyazkov" cabinet was unsuccessful, two protests blocked the parliament building during the day.
