In recent days, false information has been spreading that all citizens and companies in Sofia must submit new declarations for the "Household Waste" (SW) fee by September 30, 2025, otherwise they will be fined. This is not true.
The official position of the Sofia Municipality:
- The submission of declarations is not mandatory;
- There are no fines or sanctions for those who do not submit them;
- Filling them out or not will not change the method of calculating MSW for households and businesses after January 1, 2026.
From January 1, 2026, the state plans to introduce a new principle for calculating MSW - according to the "polluter pays" method, instead of a tax assessment. However, there is still no national decision for a mandatory change.
Therefore, at the moment, the declarations are optional. They aim solely to collect preliminary information about the use of the properties and the amount of waste, so that the Sofia Municipality and the Municipal Council can prepare the fairest solution for Sofia residents.

Once the state makes a final decision and the Municipal Council adopts changes to the ordinance, clear rules and deadlines for the actions of citizens and businesses will be announced.
