Over 200 small settlements are without public bus transport due to unregulated transport. This was stated for the Bulgarian National Radio by the National Association of Bus Carriers in Bulgaria. According to its chairman Petar Zahariev, this type of transport hinders business:

"These are passenger transports on duplicate bus lines with cars, minibuses or taxis. Carriers who use their personal cars and usually drive at the price of a bus ticket and practically engage in unfair competition, because there are no tickets there, there is no insurance for passengers. The direction is to work together with the relevant bodies of the Ministry of Transport, with the Ministry of Finance".

According to Damyan Voynovski - former executive director of the Executive Agency "Automobile Administration" administration", a new regulation is needed, including the creation of a single control body:

"Mainly, the control of unregulated transport is carried out by the Executive Agency "Automobile Administration", but these transports are mainly carried out with 8+1 seater buses, which "Automobile Administration" cannot control on its own. It is necessary to ask for the assistance of the police, the "Border Police", so that they can check. Also, when there is an action, because many services are involved, there starts to be a leak of information and, accordingly, the efficiency is not good enough".
