The country's very dangerous fiscal trajectory must be corrected. Their entire political calculation is absolutely wrong.
This was stated to the Bulgarian National Radio by Georgi Vuldjev from the Expert Club for Economics and Politics.
He supports business and all the formations that are against this budget.
"What the government wanted to push through, they pushed through. There was no particular discussion. At one point it turned into shouting from both sides. There is no way the opposition can react in any other way when there is truly a complete lack of dialogue on these issues," he commented on yesterday's meeting of the budget committee, at which the budgets of the NHIF and NSSI were adopted on second reading.
"This budget is not a surprise in view of what we have seen in previous years, especially the previous budget, which was adopted earlier this year. It clearly set such a trajectory, but then there were no such reserves for it," Vuldjev recalled in an interview for the program "Predi visi".
At this stage, we are not in an excessive deficit procedure, but even the European institutions are already giving us a clear signal that we have risks in the budget – clearly identified and very obvious, and measures must be taken, he commented and added:
"Every year there is a huge problem with the deficit, there is no way to tie it up and every year the measures are in one of two directions - either to take on even more debt and in practice risk an even greater deficit in the future, or to raise the tax burden. And when will the expenses, the entire resource that people like Yordan Tsonev have at their disposal, be thought about, maybe cut a little?".
According to him, a financially rational mechanism for determining salaries should have been introduced. "It is crazy that salaries everywhere in the public sector are simply a fixed value compared to the average salary in the private sector", Georgi Vuldjev was categorical. He believes that salaries should not have been raised again in the departments where they had already been raised the most.
According to him, if assets of "Lukoil" start being sold, this could be a problem later on:
"It is almost certain that if "Lukoil" then takes us to international arbitration, we will have to pay compensation - if without the owner's consent, we sold these assets to someone. We must be very careful with this from a purely legal point of view".
Georgi Vuldzhev is categorical that the gambling sector should be regulated much more strictly. "And not to give it additional, public resources, to expand it even more, because this is really some kind of epidemic that we are seeing", he emphasized.
"If we take the budget in its entirety, we cannot point to anyone who makes the decisions. We have a state of collective irresponsibility regarding the fiscal framework of the state", he summarized.
Their entire political calculation is absolutely wrong. They think that they must continue to sharply raise salaries in the public sector in order to be politically protected – in my opinion, this is not the case. I don't know why these people don't realize that in this way they are not guaranteeing themselves any security, the expert pointed out.
