„Today we will consider a draft law of a transitional nature, the purpose of which is to provide the necessary legal framework for the smooth functioning of the state and to prioritize social spending.“ This was stated by Prime Minister Rosen Zhelyazkov at the beginning of today's government meeting, the press service of the cabinet announced.
The Prime Minister pointed out that this is a draft Decision on approving a draft Law on the Collection of Revenues and the Execution of Expenditures in 2026 until the adoption of the Law on the State Budget of the Republic of Bulgaria for 2026, the Law on the State Social Security Budget for 2026 and the Law on the Budget of the National Health Insurance Fund for 2026, known as the so-called extension budget. According to him, the bill guarantees the operation of the 2025 budget until the adoption of the 2026 budget.
“The purpose of this bill is to establish the necessary legal and financial framework for the smooth functioning of the state and municipalities, and especially to prioritize expenses related to salaries, pensions and social payments“, the Prime Minister emphasized.
He explained that as a responsible government, the cabinet adopts the bill to ensure legal and financial security until the National Assembly forms the necessary majority for the budget in 2026.
