The current Chairperson of the Council of Rectors of Higher Education Institutions in Bulgaria, Prof. Dr. Miglena Temelkova - Rector of the Higher School of Telecommunications and Post, has been re-elected for a second term as Chairperson of the Council of Rectors. The decision was taken today at the General Reporting and Election Meeting of the Council of Rectors of Higher Education Institutions in Bulgaria, which took place in the “Maxima“ hall of the “St. Ivan Rilski“.

Nominated for the position of Chair of the Council of Rectors were the current Chair Prof. Dr. Miglena Temelkova - Rector of the Higher School of Telecommunications and Posts, and Prof. Krasimir Petkov - Rector of the National Sports Academy “Vasil Levski“. Prof. Temelkova was proposed for a second term by 14 universities, and Prof. Petkov was nominated by five higher schools.

Prof. Dr. Miglena Temelkova was elected with 29 votes, and for Prof. Krasimir Petrov the votes were 18.

“I hope my colleagues have heard that in my next term I will not divide universities by types and categories, I will not divide them between state and private, I will not divide them into small and large, I will not divide them into civil and military, broad-profile and specialized. The attitude that I have, and that I have promoted so far on key topics, has reinforced the trust of my colleagues. This is also the funding model, which despite our calls for almost two years to be reconsidered, we continue to tinker with it every year. The high fees for students in paid education also arise from this model, and this was also one of the priorities that I set in my program. Rethinking the status of the rectors, of the Council of Rectors, was another priority. Creating a nationally referenced database - our own Bulgarian Scopus, which would pave the way between Bulgarian science and the global scientific space, is another priority that I had set in my program. The attitude towards private universities and creating an environment that is not distorted by the currently operating funding models was also one of the priorities that I set,", Prof. Temelkova told journalists.

My positions have long been known and I have always defended them. This is my second two-year term as Chair of the Council of Rectors, explained Prof. Dr. Miglena Temelkova.

The Council of Rectors announced a few days ago that twenty rectors are in the running for six seats on the Association's Management Board. Five candidates have been proposed for members of the Control Board, and seven for members of the Ethics Commission, with both bodies of the Council of Rectors consisting of three members of the Association.

The Council of Rectors of Higher Education Institutions unites the managements of all Bulgarian universities with different fields of study and scientific activities. Every two years, through direct secret ballot, the Council elects its Chairman for no more than two consecutive terms, who is also the Chairman of the Management Board by right. The agenda of the meeting included: election of the Chairman of the General Assembly, election of the Mandate and Election Committee, report of the Chairman of the Council of Rectors on the activities of the association from March 13, 2024 to March 26, 2026, financial report, adoption of the association's budget for 2026, election of the Chairman of the Council of Rectors, election of the Management Board, the Control Board and the Ethics Committee.
