The reason for the decision is the audit carried out in the medical facility, which showed a number of serious violations. The findings of the inspection are that the hospital is in a deteriorating financial condition, with a steady tendency to accumulate and a significant growth in liabilities during the period of executive director Dr. Stoyanov's management.
At the end of 2022, the accumulated loss of the medical facility from previous years is in the amount of -39,858,000 BGN. A year later, the loss is already in the amount of -71,935,000 BGN, and as of March 31 of this year - BGN 94,303,000
As of the end of 2023, according to the accounting balance sheet of the medical facility, the company's liabilities total BGN 25,841,000, which is an increase of 51.59% compared to the previous year. The value of the liabilities continues to grow since the beginning of this year, and at the end of the first quarter UMBAL "Lozenets" has BGN 28,047,000 in debts. The largest percentage of them are to suppliers. A significant accumulation of obligations to the staff of the medical facility was also noted.
At the same time, the executive director allows the expenditure of "representative expenses" at the expense of the hospital in the amount of BGN 78,688.44. In the course of the inspection, it was established that part of these funds were spent on a New Year's celebration.
For acting director of UMBAL "Lozenets" Dr. Olga Mitsova was appointed – Maslarova. She is a specialist in internal medicine and cardiology and is part of the team of the Cardiology Clinic and Multi-Profile Clinic of UMBAL "Lozenets" from 1991 to 2023. In the period from 2019 to 2021, he was the vice-chairman of the Board of Directors of the University Hospital. Since 2023, he has been part of the team of specialists at the "Sofiamed" Medical Center. Dr. Mitsova will act as director until a competition is held.
