Association "Transparency without Borders" sent an open letter to the Council of Ministers and the 51st National Assembly expressing serious concern about non-transparent distribution of state funding to certain municipalities, BNR reported.

The reason for the letter is two decisions of the Council of Ministers, with which BGN 85.5 million are granted to certain municipalities without clear selection criteria. According to data presented in the media, these are municipalities with the best results for GERB and DPS-NN in the last parliamentary elections.

"Within a deficit budget, we saw some of the municipalities that we work on and that are at the bottom of the ranking that makes "Transparency without borders", with quite large funds, given that there are municipalities, who also have needs – to build streets, renovate schools, etc., who have made efforts for accountable and transparent governance. The non-transparent and subjective approach of the government, which we have also seen – it is not news, but then the budget had more collected funds. With looming belt-tightening, when managing a public resource, more emphasis should be placed on whether it will be effectively used."

This is what Kalin Slavov, executive director of "Transparency without borders", commented before BNR.

Recently, the implementation of the anti-corruption strategy has stalled, he reports. According to him, the anti-corruption laws prove to be a stumbling block in the activities of the National Assembly.

A whole complex of problems comes from the inability of the state to cope with the requirement for the mandate of the regulatory bodies - 30 such bodies have expired mandates, noted Kalin Slavov in the show "First of all".

"Absolute legislative nihilism has covered the people's representatives,", he believes.

For a year and a half, there has been a Law on the Protection of Persons Who File Whistleblowers or Publicly Disclose Information on Violations, but people have not even heard of it, which clearly shows that its logic is very far from the tasks set, said Slavov.< /p>

The two-year statute of limitations – for irregularities that occurred two years before the date of filing the report, the persons not having protection is a Bulgarian barrier that categorically contradicts the directive under which this law was adopted, he explained.

"In order for the EC to recognize the introduction of the directive, these 2 years must be dropped."

Regarding the constitutional appeals for the annulment of the elections, Kalin Slavov expressed the expectation that a detailed verification would be difficult within the established 2-month ruling period.

"The Constitutional Court will have to rule on this case. I am not sure if the slap should be given by the CoC, because a cashing of the elections what would it mean – that in a democratic country, a member of the EU, there is no capacity to hold parliamentary elections. Rather, the criminal justice authorities should give a slap.

The reasons that led to the possibility of cassation of the elections lie in the activity of the sectional election commissions. These are officials within the meaning of the Criminal Code. Falsification of results is a crime against the political rights of citizens. We also know that in terms of content, in the manner of execution, it is a documented crime. You count the ballots, you see that their number does not correspond to what is recorded in the minutes. The protocol, which is a document, has a certification nature, was drawn up with incorrect content. I do not see the difficulty of proof in this case."
