"I would be surprised if the current cycle ends with the election of a government. I don't know who will undertake to draw up a real budget. This one will not be adopted and for next year we will enter with an updated one. They will give the caretaker cabinet the right to take out loans. This is a responsibility. But who is responsible for the caretaker government of Bulgaria at the moment?!"
This was stated to the Bulgarian National Radio by financier Andrey Pramov.
"This is not the first time a situation has arisen in which a caretaker government is forced to introduce a state budget for next year under absolutely unclear conditions as to how the government will continue. They sit down and describe all the expenses that need to be made and which have been voted on by the ruling parties. They record all the undisputed revenues, then those that are desired, and then they start fantasizing".
New elections will not change anything significant, because I see the controlled vote, Pramov further explained in the program "RadioTochka".
"We will have replication of the results every time".
We do not have a political elite, he noted.
"I have never had the feeling of any elite anywhere. Maybe we had one before 1944.
Almost nothing is left of the system parties. Most of them are leadership parties. Everything is formed around the leader, including the elite.
He does not believe that today's politicians have any connection with the party echelons that existed before 1989.
"These are conspiracy theories that 35 years later simply have no basis. In the beginning, yes, but after 1996-97, these possible dependencies gradually disappeared. There may be some current dependencies with forces outside Bulgaria, but it is absurd to look for the roots 35 years ago. Today, money is the main motivation."
We are far from a crisis, Pramov also noted.
"We have electricity, food, money. The problem with investments is mainly internal.We do not stimulate them, we drive them away with behavior, attitude, instability of taxation.
We also have a difficulty with personnel at all levels in the financial and banking sector. The quality of the workforce is declining".
