The 11-year-old girl, who was beaten by a 13-year-old schoolgirl, was attacked because she followed a specific profile on a social network. The “Child Protection“ Department of the “Social Assistance“ Directorate in Kula took up the case. A clip of the aggression was distributed on the Internet.
A meeting of the Coordination Mechanism for Interaction in Work in Cases of Child Victims of Violence was held, with the participation of a prosecutor from the District Prosecutor's Office - Vidin. The children from the content of the video were identified - a 13-year-old girl from Vulchedrum and an 11-year-old girl from Kula, as well as their parents.
After receiving the signal, social workers took information from people familiar with the case. A video call was also held with the injured child. An inspection was also carried out at the Kula Regional Office of the Ministry of Interior and the Vidin District Prosecutor's Office.
We recall that on August 8, in the center of Kula, one of the minor girls attacked the other, grabbing him by the hair, knocking him to the ground, ordering him to pray, kicking him, hitting him and pulling him.
After the inspection of the case and in view of the competence of the District Prosecutor's Office – Vidin, a decision was made to apply educational measures under the Law on Combating Antisocial Behavior of Minors and Juveniles and the file was sent under the jurisdiction of the Local Commission for Combating Antisocial Behavior of Minors and Juveniles, which is competent to decide what educational measure to take in relation to the 13-year-old girl.
Since the alleged attacker is a minor, she is not criminally liable, therefore educational measures under the Law on Combating Antisocial Behavior of Minors and Juveniles should be applied to her by the ICRC.
