A proposal by Mayor Kostadin Dimitrov, which will seriously “renovate” The annual program for the disposal of municipal property, will be voted on at the upcoming session of the local parliament. It was adopted at the beginning of the year, but has already been changed several times.
However, with the adoption of the budget, the expected revenues from municipal property are sharply inflated. In the initial version, the program envisaged 10.7 million leva in revenues from disposal, and with its change, the amount will become 17.5 million leva, trafficnews specifies.
The biggest change that is planned is the sale of properties through auctions, which means that the Plovdiv Municipality will start selling attractive plots for development. With 1 million leva set at the beginning of the year, the amount now becomes 4 million. leva.
The second item that jumps sharply is income from non-residential property rentals - from 1.3 million leva to 4.7 million leva. Here, however, the program is unlikely to be implemented, as the likely motive is to inflate the revenue part in order to include more objects in the Capital Program. This has been a practice in the Plovdiv budget for years, which is why it always comes out with a huge non-fulfillment.
With the change in the program, a number of plots of land will also be put up for sale - both through auctions and termination of co-ownership, and under Art. 35, which is for the purchase of municipal land for legally constructed buildings.
Two properties in the “South” area, which is in the most densely built-up area of the city, will be put up for auction without any logic. The first is 425 sq.m. on “Pere Toshev” Str. 26, where a serious cooperative with 5 floors and over 20 apartments can be built. The other is on “Radovish” Street and is 244 sq m in size with the same indicators.
The city authorities plan to part with several more attractive plots of land by terminating co-ownership, and the motive is to fill the treasury.
One of them is a plot of 140 sq m behind the “Hilton” Hotel on “Pulpudeva” Street 1, where the Plovdiv Municipality holds ¼ of it. Nothing has been built on the plot. The other division is for a property of nearly 350 sq m at the foot of “Bunardzhika”, where the municipal share is 1/6. There is an old building there that will probably be demolished and a cooperative will be built if the Plovdiv Municipality sells its shares.
The strangest case is the owner of 1/36 of a house and a plot of land below it of 70 sq m on Malkata Glavna. Although he owns almost insignificant shares, the owner in question wants to buy out 35/36 shares of the Plovdiv Municipality without an auction.
If the properties are included in the annual disposal program, this will not be enough for the Plovdiv Municipality to part with them. For each of the sales after that, a separate decision of the Municipal Council is required.
