Republicans control both houses of Congress, but have 53 seats in the Senate.
The new fiscal year in the country began on October 1 without a government budget approved by Congress. This forced the federal government to shut down, affecting up to 40 percent of its workforce - more than 800,000 people.
President Donald Trump blamed Democrats for the shutdown. He threatened to use the situation to implement large-scale staff and payroll cuts, as well as eliminate programs that Republicans dislike.
Experts warn that each week of the government shutdown reduces US GDP growth by 0.1-0.2 percentage points. If the crisis drags on, its consequences could seriously affect the country's economy.
