The US Military Intelligence Agency concluded in the report of the special inspector general to Congress on Operation “Atlantic Resolve“ for the period from July 1 to December 31, 2025, that by the end of the year the Russian military maintained an overall advantage over Ukrainian forces in key areas.
The document cited by RBC was published on the website of the Pentagon Inspector General's Office.
“However, years of intense fighting have severely exhausted the Ukrainian armed forces, which remain ill-prepared to respond to Russian tactical offensives. As of December, the Russian military maintained an overall advantage over Ukrainian forces in key combat areas, the report said. Ukraine has lost approximately 20 percent of its territory since the start of hostilities.
Russian forces are “learning to use assault groups more effectively” to support offensives along the entire front line, the intelligence agency said. At the same time, Ukrainian forces “continue to face problems related to the uneven application of Western-style combat operations by commanders”; they lack sufficient troops, air support and the ability to penetrate defenses.
“Ukraine faces a declining number of men of military age, training difficulties and continued dependence on the West, which reduces Kiev’s ability to sustain military operations,” the statement noted. Kiev also faces a persistently uneven supply of air defense missiles.
